Implement the national and provincial laws, regulations, guidelines and policies in respect of informatization work; draft local laws and regulations on information industry and informatization management by entrustment; formulate municipal policies and measures in relation to information industry and informatization work and carry out these policies and measures after being approved.

Implement the national and provincial strategies and general plan of developing information industry; establish the municipal medium- and long-term plan for the development of national economy and social information industry; revitalize electronic information products manufacturing industry, software industry and communication industry

Implement the national and provincial technical policies, technical systems and technical standards related to electronic information products manufacturing industry, software industry and information service industry; establish local standards based on actual conditions of the city; participate in the formulation of informatization regulations and technical standards.

Organize, coordinate and guide the development of information resources and application of information technology; take responsibilities for promoting and coordinating e-government, e-business, informatization of social public services and informatization of enterprises; take responsibility for expanding the application of computers.

5.

Uniformly make plans for the municipal public communication network, computer network, broadcasting and television network as well as special information network; take responsibilities for telecommunication-related work by liaison, coordination and guideline.

Participate in the coordination and review of significant informatization projects involving the whole bureau; participate in guiding and coordinating the implementation of significant informatization projects; take responsibilities for reviewing and approving government informatization projects with finance investment as well as auditing investment estimation; participate in acceptance inspection and audit of cost budget/settlement.

Be in charge of promoting the development of software industry of the city; organize the certification and annual inspection of software enterprises; supervise the evaluation, measurement and registration of software products; take responsibilities for applying for, reviewing and approving fund projects of software industry, and also organizing the implementation of these projects; take responsibilities for the annual inspection of the qualification to integrate information system of the city.

Guide and support the development of information industry based on industry policies and technology development policies; guide the adjustment of industry structure and product structure; guide the reform and development of information enterprises.

Promote the technical innovation of electronic information products industry, software industry and information service industry; organize and implement key scientific and technological projects; guide the assimilation, absorption and innovation of imported technology; boost the industrialization of research results.

10.

Supervise the information service market as required by law to ensure fair competition and protect the national and customers' benefits; coordinate and guide the technological safety work of information network; organize the supervision and management of technology, equipments and products for the safety of information network.

11.

Guide the promotion of electronic information technology and the popularization, education and technical training in respect of informatization; guide and coordinate related industry associations and organizations such as electronics, information, computer, communication and software; guide the setup of talent team for information industry; take responsibility for industry statistics and issuance of industry economic information.

12.

Guide the party building, group work and spiritual cultivation among the telecommunication industry of the city.

Engage in other issues ordered y the municipal government. /span>
