Responsibilities and Divisions of NIIB .
        Ningbo Information Industry Bureau is established as both the institution for administration of the Municipal National Economy and Social Informatization and the operational institution for Shanghai Municipal National Economy and Social Informatization Leading Group.

NIIB shall:

        1. To implement the guidelines, policies, laws and regulations in respect of informatization work; research and draft local regulations and laws of informatization work: formulate and promulgate regulatory documents and policy for informatization work and promote their implementation.

        2. To implement the development strategy of information industry, research and formulate medium and long term plans.

        3. To formulate and implement programs, plans and policies for electronic IT product manufacturing, software industry and information service industry, formulate local standard.

        4. To organize, coordinate and direct the development of information resource, the application of information technology, e-government affair and e-business application and other IT applications in social and economic fields.

        5. To work out plans of public communication network, internet, broadcasting and TV network and information network, and to promote the intercommunication

        6. To offer suggestions to governing institutions on informatization investment projects funded by Municipal Government that require overall coordination and enjoy preferential policy; cooperate with relevant departments in organizing and administrating the progress of the state-invested informatization projects and other significant informatization projects.

        7. To boost software industry development, to engage in the qualification assessment and annual check-up of software products and enterprises. Organize the application and examination of Software Industry Funds Project; Organize the initial examination of qualification certificate of information system integration units.

        8. According to industry policy, to support the development of information industry, direct the adjustment of industry and product structure, dircet the innovation and development of information industry enterprises.

        9. To promote technology innovation of electronic information product manufacturing industry, software industry and information service industry. Organize and implement key technological projects, dircet the digesting, absorbing and innovation of the imported technology, to boost commercialization of technological achievements.

        10. To supervise the information service industry market to protect intrest of the nation and consumers. To coordinate and direct network security. To organize the administration of the technology, equipments and products of network security.

        11. To direct electronics IT penetration, education and technological training. To coordinate and direct the associations and academies in the City's information industry. To boost information human resources in Ningbo. To be in charge of statistic and publication of the industy.

        12. To direct the affairs about party construction, spirit civilization of the intercommunication industry.

        13. Fulfill other assignments by Ningbo Municipal People's Government.
